Now the period of consolidation has started. Food reserves from Cochin were opened up to feed the populations of Madras and Carnatic. Electricity and water was restored to the states within a record time frame of one week. After a week's curfew public vehicles staretd plying the streets and after one more week when fuel supplies were resumed, private vehicles were allowed to ply. War Tribunals were set up at Bangalore and Chennai where the royal family, principal minsters and military war criminals were tried. General amnesty was declared for all soldiers and civil servants of the two nations as they were only following orders. The remaining military units and POWs were organised into Rebuilding Corps and integrated into RCDF. The civil servants were integrated into Cochin Civil Service and the increased pay and eminities ameliorated any ill will towards Cochin.
In a span of three months the Rebuilding Corps repaired and rebuilt the war damages that happened to Carnatic and Madras. The damages within Cochin were repaired by RCDF's Engineer Corps. Then the Rebuilding Corps were integrated into RCDF as fully functional combat units.
The airmen and sailors of ex-air forces and navies were all sent for retraining. Then they were organised into skeleton units to be issued with equipments. Airmen were assigned to Nedumbassery and Ponnani AFBs for integration. Sailors were assigned to RCN ships and naval facilities at Port Blair and Lakshadweep.
War criminals were housed at the Ultra Secure Prison facility at Amini Island and they were executed there itself.
The Police forces of the two nations were repatriated and integrated into RCPF. After initial three months of increased over watch they were fully integrated on an equal basis with RCPF. A complete UAV network was set up over Carnatic and Madras and select Inspectors and Constables were selected for SWAT training.
All the Army, Air Force and Naval bases were repaired and some are being built up.
Naval bases: Karwar, Kundapura, Udupi, Mangalore, Kanya Kumari, Tuticorin, Rameswaram, Karaikal, Pondicherry, Chennai.
Army and Air Force bases: Mangalore, Madikeri, Mysore, Bangalore, Kolar, Chitradurga, Bellary, Raichur, Gulbarga, Bidar, Bijarpur, Belgaum, Badami, Karwar, Coimbatore, Coonoor, Dindigul, Tirunelveli, Pudukottai, Chennai, Hosur, Vellore.
In the expanded Cochin state, Cochin, Carnatic and Madras became provinces with Tripunithura as National Capital.
Six months after war RCDF conducted threat assessment survey and found out that Cochin has only 55% of force level required to be secure. Vast borders with the Hyderabad state was unmanned and kilometers of shore was unpatrolled. Unless checked effectively this could cause law and order and external problems.
At the time RCA had 60% of its pre war strength + 35% Carnatic + 30 % Madras army strength.
RCN had lost 30 mideget subs, 20 missile boats, 2 SBXs, 3 frigates and a destroyer while entire Madras and Carnatic fleets were sunk.
RCAF had lost 55% of its pre war strength while decimating entire offensive fleet. From Madras and Carnatic it captured intact only 20 FA18s and 30 F16s.
The Royal Durbar hence sanctioned a six month Project Reform Phase III. These were the aims of project.
